Governor Arnold Schwarzenegger has finally dropped the hammer on cell phone use while driving.  Currently the law only required that we use a hands-free system/headset while talking and driving, but a loophole in the system allowed text messaging.  Schwarzenegger signed legislation Wednesday that imposes a $20 fine for a first offense of texting while driving and a $50 fine for any subsequent violation.  The legislation bans motoroists from sending, writing or reading messages on electronic devices starting January 1st.
